„Der Liberalismus ist eine Lehre darüber, wie das Recht sein sollte, die Demokratie eine Lehre über die Art und Weise, wie das Recht bestimmt wird.
Der Liberalismus hält es für wünschenswert, dass nur das Recht ist, was die Mehrheit akzeptiert, aber er glaubt nicht, dass dies deshalb notwendigerweise gutes Recht ist. Sein Ziel ist es vielmehr, die Mehrheit davon zu überzeugen, bestimmte Grundsätze zu beachten. Sie akzeptiert die Mehrheitsregel als Methode zur Entscheidungsfindung, aber nicht als Autorität dafür, wie die Entscheidung auszusehen hat.
Für den doktrinären Demokraten ist die Tatsache, dass die Mehrheit etwas will, Grund genug, es als gut zu betrachten; für ihn bestimmt der Wille der Mehrheit nicht nur, was Recht ist, sondern was gutes Recht ist.“

„Liberalism is a doctrine about what the law ought to be, democracy a doctrine about the manner of determining the law. Liberalism regards it as desirable that only what the majority accepts should in fact be law, but it does not believe that this is therefore necessarily good law. Its aim, indeed, is to persuade the majority to observe certain principles. It accepts majority rule as a method of deciding, but not as an authority for what the decision ought to be. To the doctrinaire democrat the fact that the majority wants something is sufficient ground for regarding it as good; for him the will of the majority determines not only what is law but what is good law.“
